The predecessor of the Federal Aviation Administration (FAA) was the Civil Aeronautics Board. The American Airline Association (A) was founded later as a trade organization and did not serve as a government agency. The Department of Transportation (C) was created in 1967, after the Civil Aeronautics Board (B) was formed in 1938. The Air Traffic Control Committee (D) was a subcommittee of the Civil Aeronautics Board, so it cannot be considered as the immediate predecessor of the FAA.
